Ukraine does not have Mutual Defense Treaty with the US so Americans cannot help them in their own land hence minimal actions can be taken by the US government. Philippines has MDT with the US so any armed attack to Philippine vessels including civilian, Coast Guard or military ships will invoke the Mutual Defense Treaty.
