As example: the threat from China is not just from China. The threat from China is also from the entire Chinese population in American. As a rule the vast majority of Chinese Americans are loyal first and foremost to China, not America. The vast majority are supporters of the Chinese Party of Communism, not Democrat or Republican. The vast majority of these people would volunteer to take the step of physically spying for China too. Intelligence community of USA must beware of this and must act accordingly

    2. That Chinese agents spying and stealing from the US feel comfortable meeting in Europe, not the US.
